General Mohamed Ibrahim was born in Alexandria Governorate on 23 January 1947. He is licensed in law (LL.B.) with a Diploma in police science from The Egyptian Police College in 1968. After graduation, he joined Cairo Police Directorate, then Public Security Sector.

On 1989, he worked as head of criminal investigations department of El-Sharkia Police Directorate.

On 1990, he worked as head of criminal investigations department of Giza Police Directorate.

On 1993, he worked as Squad Commander in Sohag and Aswan Police Directorates.

On 1996, he worked as Deputy Director General of Beni Suef Police Directorate.

On 1997, he worked as Director General of Qena Police Directorate.

On 1999, he worked as Director General of Asyut Police Directorate.

On 2001, he was assigned Assistant Minister of Interior for Central Upper Egypt region.

On 2002, he was assigned Assistant Minister of Interior for Prisons Department.

On 2003, he was assigned Assistant Minister of Interior, Director General of Giza Police Directorate.

On 2006, he was assigned Assistant Minister of Interior for The Economic Security Sector. Later on the same year, he was assigned the First Assistant Minister of Interior for The Economic Security Sector.

He retired on 2007 at the age of 60.
