 Encouraging Prisoners to Complete their Studies

Since education is an important factor in the process of prisoners’ rehabilitation, Prisons Sector exerts great efforts to encourage prisoners proceed in their education phases in coordination with the different authorities concerned with education. However, it is necessary to clarify some procedures that must be followed to enable the prisoners to join and pass their tests. This is done as follows:

  • Preparatory and Secondary School Phases: The prisoner's family must submit all his papers and documents to the prison administration, which sends them to the educational department to which he is geographically affiliated. The Two-Phase “Thanaweya Amma” (High School Certificate):


    • The instructions issued by Exams General Department at the Ministry of Education state that the prisoner must submit his application to attend the final high school exams to the school at which he had passed the exams of the first secondary year. This makes it difficult as most of the prisoners had passed their first secondary year at schools affiliated to educational departments different from the department to which the prison is geographically affiliated.

    • The sector, being keen to enable the prisoners to do the Thanaweya Amma exams, has coordinated with Exams General Department to solve such a problem. Thus, the prison administration collects the applications and documents of the prisoners filled with all the data needed and send it to the said department. Rules of the Thanaweya Amma exam which are annually prepared by the Ministry of Education are sent to the Sector to declare them to the prisoners.

    • Exams are held at prisons compounds in coordination with the different educational departments to which prisons are geographically affiliated.

    • After the declaration of the results, the Sector obtains the results of the prisoners; such prisoners are advised to ask their relatives to go to the Maadi Educational Department to receive their certificates after paying the due expenses and to apply for admittance at any of the universities or institutes depending on their total score.
  • Certificates of Completion of Technical Secondary Education: Prisoners are allowed to ask their relatives to go to the schools at which they were registered, fill in the applications to do the exam and provide to the administration of the prison with the sitting number and the exam schedule, in order to enable the administration to coordinate with the General Department for Technical Education at the Ministry of Education to hold special committees in which prisoners can do their exam at prisons compounds.

  • Azhar Education (Azhar Preparatory Schools, Azhar Secondary Schools, and the Qira'at “Recitation” Institutes): Prisoners who wish to do the exams at the various Azhar Institutes may ask their relatives to go the institutes at which they are registered and provide the prison administration with the proof of their registration at such institutes.


    • The Sector coordinates with the General Department for Exams at Al Azhar to hold special committees to test them in their prison compounds. The Sector also obtains the results and declares them to the prisoners.

  • University Education: The prisons administrations overtake the process of enumeration of the names of their prisoners who wish to do exams at the various institutes and universities and send them to the Sector. Coordination is made with the educational authorities concerned to offer them the following information:


    • Whether the prisoners have the right to do the exams- after verifying their registration.

    • Exam schedules and the university/ institute written approval to hold special committees for their examination in their prison compounds

    • In cases where examination committees can not be held in a certain prison, The Sector is to notify the authorities concerned to take the necessary procedures to transfer the prisoners to the examination committee which are held by such university/ institute.
Procedures to be followed to grant financial aids and allowances to prisoners’ families The person in charge of reception and case investigation is to make the following procedures:

  1. Register the names and data of the new-coming sentenced prisoners, whose sentences period is 6 months or more in the log of social care cases. He then investigates their cases and registers the data relevant to them and their families in the form prepared for that purpose.

  2. Make notifications for the prisoners whose families are proved to be in need of the aid using the form prepared for that purpose.

  3. The prisons administrations are to send the form to the Social Service Department at the Sector, indicating the number and date of the recipient authority. The administration is to revise such notifications and send them to the After-Care Police Department to follow the process of aiding the prisoners’ families.
The documents the prisoner's family should provide to social care units or to societies providing care to prisoners and their families:

  1. Marriage certificate or any administrative certificate proving the continuity of marriage,

  2. Two photographs of the spouse,

  3. Birth certificates of the children or letters issued by schools indicating the date of birth and name of the mother,

  4. Aid allowance application.
